Revenues per Capita Indicator
Examining per capita revenues shows changes in revenues relative to changes in population size. If per capita revenues are decreasing, the government may be unable to maintain existing service levels unless it finds new revenue sources or ways to save money. This reasoning assumes that the cost of services is directly related to population size.
