BUDGET SERVICES IN SUMMIT COUNTY GOVERNMENT

Administration:

Board of County Commissioners-(Elected) policy-setting body for Summit County
County Manager-responsible for implementing policy set by Board of County Commissioners
County Attorney-handles all legal matters for County Government.
Clerk & Recorder–(Elected) records official documents, registers and licenses motor vehicles, administers governmental elections.
Treasurer–(Elected) collects and distributes taxes for all governments in the County, invests public funds, acts as the Public Trustee
Assessor–(Elected) values property for tax purposes.
Finance-prepares annual budget, County financial statements, provides accounting functions
Human Resources -maintains personnel function for County
Organization Support -provides financial and in-kind support to more than 30 local non-profit organizations
Information Systems-Manages County’s computer hardware and software installation and maintenance, including the Geographic Information Systems
Water Issues-protect Summit County’s water by legislating policy, paying for special water counsel, and commissioning research studies.

Buffalo Mountain

Community Development:

Building Inspection-recommends standards for building construction, issues building permits, administers the Fire Hazard Mitigation program.
Open Space & Trails-administers the open space program funded by the 1993 voter-approved County mill levy (totaling more than $7 million over 10 years). Some trails projects are also constructed through the Conservation Trust (grants,lottery money,and general tax revenues).

Planning & Zoning -provides information on demographics, zoning, and land use information. Provides development review and master planning.
Dillon Recreation Management–provides boat patrol services operated by the Sheriff’s and Open Space and Trails Department for Lake Dillon Reservoir.
Conservation Trust– lottery money used for parks and recpath construction and maintenance.

Affordable Housing - fund used to track development impact fees and sales tax collections from the 2006 voter approval for affordable housing purposes.

Public Use-grants and other general revenues used for parks and recpaths construction and maintenance.

Upper Blue TDR-sale of transferable development rights in the Upper Blue Basin are deposited into this fund and distributed to the Open Space Fund and the Town of Breckenridge.

Lake Dillon

Public Works:

Buildings and Grounds-provides custodial, grounds, building maintenance, and construction services. Including the care and maintenance of the Blue River Ball Park.
Engineering-performs project engineering, surveying, and management for local improvement districts and County-funded projects. Reviews and analyzes development proposals. Responsible for County maps, road numbers, and administration of 250-280 grading and excavation permits annually.
Road & Bridge -build and maintain County roads and bridges; provides snowplowing services. Other duties include bike path construction and maintenance, funded by lottery monies.
Transit-runs the Summit Stage, para-transit system, and various Town systems (on a contract basis).

Fleet Trucks & Bus Stop

Weed Management –provides weed control services.
Snake River Waste Water Treatment Plant -treats wastewater from Keystone, Summit Cove, and Summerwood areas.
Solid Waste -County owns and maintains thepublic landfill, the materials recovery facility and other recycling operations.

Fleet - this is the fund that accounts for the County's vehicle maintenance costs.

Public Safety:

Animal Control-runs the animal shelter and patrols the unincorporated areas of the County (and some towns, by contract)

Communication Operations- answers all 911 lines in the County.
Coroner–(Elected) investigates and rules on deaths in the County.
District Attorney-County partially funds the cost of the Fifth Judicial District.
Emergency Management–acts as coordinator for in county and regional/statewide emergency preparedness.

Emergency Operations Center-housed in the Emergency Services Center, this is the County's center for any emergency management activities in the event of a natural or man-made disaster.
Jail- houses more than 1200 prisoners in an average year.

Search & Rescue-provides the operating budget for this non-profit group.
Sheriff-provides patrol and investigations functions, patrols Lake Dillon, Green Mountain Reservoir, and U.S. Forest Service campgrounds.

Water Rescue -conducts water rescue operations under direction of the Sheriff (10 participating volunteers).
Ambulance Service-provides local emergency service plus in-County, Denver, and Vail patient transfers.

Human Services:

Community Center -operates the Frisco building, which is made available for Senior Citizens and other local groups and meetings.
Extension Services-extends resources of CSU to citizens of Summit County. Educational programs include Natural Resource Management, 4-H Youth Development, and Consumer and Family Education.
Human Services-Provides programs for children, adolescents, and parents in the area of substance abuse prevention and intervention. Other programs encompass Mountain Mentors Program (40 to 50 children), youth violence prevention, and home visitation for new mothers. Also provides an array of services to 250 senior citizens, including education on key issues (e.g., medical, recreation, food and nutrition, in-home assistance, reduction of isolation, snow plowing, and others). Veteran’s officer provides liaison and referral services for veterans in the County.

Library-operation of libraries, including main library plus two branch libraries in Breckenridge and Silverthorne.
Social Services-administers public assistance and welfare programs as prescribed by the State and Federal Government. Also administers childcare licensing.
Head Start–Serves low-income children with a goal of increasing school readiness.

Early Childhood Care & Learning - voter-approved .500 mills for the Right Start program which improves the quality, availability and affordability of early childhood care and learning for Summit County families.

Public Health-runs a variety of education and preventative health programs, most under sliding-fee scales to accommodate low-income clients. Administers over 100 adult immunizations, 100 well-child visits, and nearly 1,000 child immunizations. Also performs health inspections for restaurants and day care centers, grocery stores, swimming pools, and hotels. Enforces sewage disposal system regulations.
Nurse Home Visitor–grant provided education, and health resources to pregnant new and mothers.

Capital Expenditures Fund:

This fund is used for the acquisition or construction of major county facilities. Ex: Justice Center expansion, Medical Office Building, Materials Recovery Facility at the landfill, Old Dillon Reservoir Expansion costs.
