Development Review
The planning Department receives applications for many different types of proposals (see Planning webpage for details). Upon receipt of these applications transmittals are distributed to various referral agencies, including the Summit County Engineering Department. Responses are then returned to the Planning Department specifying requirements, typically driven by the Summit County Land Use and Development Code, which are to be implemented at some stage in the proposed development. The Engineering Department’s responsibilities regarding Development Review include review of access, drainage, grading, water quality, and floodplain impacts/standards.
The following checklist will be used in the review of all proposed development
DEVELOPMENT REVIEW CHECKLIST
ROADS & TRAFFIC:
- Do the roads comply with all aspects of the standards or will a variance be necessary?
- Do the new and existing roads provide adequate circulation for the project and surrounding areas?
- Are all building sites accessible including emergency equipment?
- Is the parking lot circulation logical?
- What are the traffic impacts, including construction traffic, on the access roads, intersections, and surrounding neighborhoods?
- What are the projected traffic volumes?
- What is the road design given the existing soils conditions?
- Are the plan & profile drawings adequate for construction?
- Is there a need for sidewalks?
- Are additional easements or rights-of-way needed?
- Signage?
- What mechanism is in place to insure maintenance of the roads?
- Are provisions available for mail delivery?
GRADING:
- Are contours provided for existing and finished conditions on the site plan?
- What is the extent of cut and fill slopes?
- Is there over lot grading proposed for the project?
- Is construction or building proposed in area with 30% or greater slopes?
- Is a soils report needed for slope stability on 30% or greater slopes?
- Is groundwater an issue?
- Is a 404 permit needed (ACOE)?
- Is a wetland development permit required (County, process pending)?
- Is development proposed in the floodplain?
- Is a Floodplain Development Permit needed (County)?
- What is the erosion potential?
- Is a Stormwater Construction Permit needed from the State (CDPHE)?
- Is the erosion and revegetation plan adequate?
UTILITIES:
- Will a discharge permit be needed to install deep utilities?
- Are phone pedestals, transformers, fire hydrants, etc. being installed on the outside edge of the ROW?
DRAINAGE:
- Does the drainage study encompass the entire area and take into account drainage coming onto the site from other areas?
- Is there a master drainage plan already done for the area, and if so does the current drainage plan comply with the provisions of that plan?
- Are there floodplain or wetlands impacts?
- What is the ultimate fate of the site drainage?
- Are landslides, avalanches, or mudslides an issue?
- Are water rights of downstream users potentially being affected?
Required improvements will be determined based on the application being considered. The Engineering Department makes a concerted effort to provide applicants with all of the information that will directly affect their current or subsequent development proposal(s). Decisions will be based on the information available at the time of review, and may be amended or appended based on information that becomes available after the referral response has been submitted to the Planning Department.
