Preliminary Review
The Summit County Engineering Department has a new process called Preliminary Review, and is offered as a service to the public. It is strictly for those single family unattached residential lots and may benefit you in the following ways:
- You can identify the best building envelope for you before you hire your architect by avoiding wetlands, steep slopes and access issues.
- You will know well in advance some of the bigger issues that could hold up the review process and may delay approval of a permit:
- Non-conforming zoning issues and questionable setbacks
- Special subdivision and PUD requirements
- Access and easement issues
- Steep slopes requirements for slope stability
- Drainage, streams, wetlands and water quality issues
- Up-to-date code requirements
- When it comes time to submit for a building permit, you may be able to stay on your construction schedule by qualifying for a FASTTRACK grading/excavation permit where priority is granted to place these reviews first.
Preliminary review does not circumvent the building permit review for a grading and excavation permit. It is a preliminary look at proposed improvements on a vacant or already improved-upon lot.

- $50 fee - credited toward the cost of a grading permit upon issuance.
