| The efforts of the Early Childhood Connections group came out of a federal law having to do with an individuals rights under the Individuals with Disabilities Act (IDEA). Children from zero to three years old come under Part C of IDEA. You may read about this on this website. There is a statewide system in Colorado to support services to children zero to three, and Summit County has close ties to the state offices and the consultation support from other counties.
