Alarm Ordinance Summary
In an effort to reduce the occurrence of false intrusion alarms in geographic Summit County, the Board of County Commissioners and Town Councils from Breckenridge, Dillon, Frisco and Silverthorne have each passed False Alarm Ordinances which recognize the valuable time and resources of law enforcement that are consumed by false intrusion alarms. The Ordinances are intended to be enforced particularly against those who are chronic offenders, while taking an education-first approach with first-time offenders.

An intrusion alarm site will need to be registered with the Alarm Administrator, have paid all registration and response fees and have not exceeded the false alarm limit of three (3) responses in a twelve-month period in order to be eligible to receive a law enforcement response to an intrusion alarm activation.

When a false intrusion alarm does occur at a particular alarm site, the Alarm Administrator will advise the alarm site owner and their alarm business of the consequences of the false alarm, the need to take corrective action and the prospect that exceeding the false alarm limit may result in law enforcement’s disregarding intrusion type alarms for the alarm site. The first false alarm response will not incur a charge. The second false alarm response will incur a charge of $75.00 while the third response will incur a charge of $150.00. Fourth and subsequent responses will be assessed a charge of $300.00. An appeal process is provided for alarm site owners.

Alarm Registration Form Instructions
Please complete all blanks (not marked “Official Use Only”) on the form. Ask your alarm business or the Alarm Administrator about how to complete any blanks that are unclear to you.

The alarm registration number is a nine-character alphanumeric made up of a three-letter alarm business code, a five-digit number and the letter “I” for intrusion. This number is typically assigned by your alarm business but may also be obtained from the Alarm Administrator. It is used between your monitoring company and Summit County Communications Dispatch to identify your unique intrusion alarm site.

Section I of the Alarm Registration Form requests information relating to the intrusion alarm site. The first blank is designed primarily for a business name. Residences may simply use a last name. Trust names, cabin nicknames, etc. should be avoided as they sometimes create confusion. State and zip are not needed in this section. Alarm Panel Make and Model can be omitted if the information is not available when this form is completed.

Activation Date is the date that the intrusion system was turned on (or most recently turned on). If the system has been active for some time, a general date is acceptable such as “2000.” Activation date is especially important if the system is turned on mid-year and you are prorating the registration fee as follows:
Intrusion system activated between January 1 and March 31 $50
Intrusion system activated between April 1 and June 30 $37.50
Intrusion system activated between July 1 and September 30 $25
Intrusion system activated between October 1 and December 31 $12.50

To be eligible for prorating, the system must have been “turned on” during these date ranges.

Section II asks for non-emergency contact information that is used to correspond with intrusion alarm owners regarding Program information, dispatch notifications, etc. This should not be confused with the emergency call list maintained by your alarm business. Your alarm business will continue to maintain the emergency list in conjunction with your monitoring company.

Please make sure that mail can be received at the address listed under correspondence address. Most addresses in Summit County cannot receive mail to the physical address. The secondary contact section information is requested only as a means of contacting the intrusion alarm owner if primary information changes and is not updated with the Alarm Administrator.

Section III can be completed by the intrusion alarm owner or the alarm business. Some businesses may choose to preprint this section or place a label in this section. Either is acceptable.

Section IV provides a synopsis of the intrusion alarm owner’s responsibilities as they relate to the Alarm Management Program. Following this summary, the residence or business owner’s acknowledgement by signature and date are required. This should be the signature of the actual owner of the intrusion alarm system unless someone else is legally authorized to sign on the owner’s behalf.

The annual alarm registration fee is $50.00, payable by check made out to your alarm business. If your registration is eligible for prorating, an amount other than $50.00, as shown above, may be entered here. Also, please circle the year(s) paid for, to the right of “Amount.” Note that it is permissible to pay for multiple years; however, prepaid registration fees cannot be refunded under any circumstances.

Return the Alarm Registration Form and your check to your alarm business.
